Are our bureacrats upright?




Durga Nagpal's incident has rigthfully turned sympathies of the citizens against Samajwadi Party and its rogues. There is no doubt she must be absolved of any wrong doing and commended for taking on the sand mafia. She is a rare example of an officer taking on the corrupt political masters. But is her honesty the bench mark for our bureaucracy ?

It is not, we should not forget that most bureaucrats in the country shamelessly suck up to their political masters to further their careers and for self enrichment. (Look at the CVC and CBI cases against them )

If the bureaucracy was so efficient will the country lag so much in all spheres of administration ( education, health care, Infrastructure, name it. We should ask ourselves in what are does our civil services excel, internal administration, foreign affairs etc.

A recent report in media says "Indian bureaucracy is the worst in Asia with a 9.21 rating out of 10, according to a report by a prestigious consulting firm based in Hong Kong."

Our bureacrats are just a powerful union and ensure that their tribe is kept elite. They live off on the taxes of the country and are more show than substance.

Before i close i need to admit that this country has seen many bureacrats who have worked hard to keep us together and protect our public instititions. T.N.Seshan directed our politicans to fall in line, Vinod Rai taught them book keeping, Kiran Bedi refused to bow down, now Durga Nagpal showed the arrogant SP sand miners folks not to cross the line. Hats off to them. The rest of the tribe should fall in line we can develop faster.

  1. As always, you hit the nail with this piece. The crux of the matter remains the same - The "bureacrat" (Or famously called a "Babu" since the british times) is irrelevant in its present context. They system need to evovle to produce more leaders. Leaders with integrity and intact conscience.

  2. It is tough to expect bereaucrats to demonstrate such integrity and courage. There sure are very good ones who use their conscience right, advise the executive fearlessly and have them fall in line. These stories go unsung, very unfortunate that we do not know them(just like we do not appreciate the hardwork scientists in ISRO goes unpublished for public awareness and consumption, unlike NASA). Durga Nagpal is a pleasant breeze like exception. It is difficult for her to hold the torch for long. Every intellectual tribe in our country is inured to pain. It only occupies the headlines. Sadly, her case is being highlighted for political gains.

    Unless the executive (the elected representatives) have the consciousness to do well, unless they direct the bereaucracy well with leadership, things will not change. These acts of valor will only be a flash in the pan. We can only admire and stay with them - until public memory fades and our "roji roti" issues cloud this from us.

    If we want bereaucrats to do well, and if we want to see more of Kiran Bedi s, Durga Nagpals, etc., we must elect the right guys. We must slowly tilt the quotient of "educated" votes in every election and select the persons with right education to the minimum. Our voting peercentage is a sordid 55 % (out of which half of them come from those who get bought for 2 liqour and cash and rest of them do not make a difference). If all of middle class votes from urban and semi urban areas, we can increase the vote count by 15 %. This could get some better guys to the assembly..

    Until then, let us pray we have more Durga s and rays of "Kiran" Bedis ..
